The proposal to change the name of GCM has existed since 2017. At the time, Councilwoman Edir Sales (PSD) created an amendment project to the Organic Law that has even been approved at first vote later, in 2019. Of a change in organic law, to be sacrament, the measure needs a second vote. In total, 37 votes are required (two thirds of the 55 Paulistanos councilors).
