Joint Work Plan is committed to identifying deputies and senators authors of amendments on the eve of the hearing with Flávio Dino
The Federal Government, AEO, sent to the Minister of (Supreme Federal Court) Flávio Dino a joint work plan signed on Tuesday (25.FEV.2025) with the objective of giving more transparency and traceability capacity to parliamentary nodes.
Through the (Attorney General of the Union), the Legislative and Executive Powers committed to nominally identifying parliamentarians the authors and supporters of the amendments. The preparation of the document, sent to the eve of a convened by Dino, aims to comply with previous judicial decisions. Read the document (PDF – 620 kb).
In addition to the identification of parliamentarians, the houses also promise to standardize and structure the data regarding the parliamentary amendments of bench (RP7), Commission (RP8), and the old rapporteur amendments (RP9).
In relation to Commission Amendments for the year 2025the plan promises:
- standardize minutes and spreadsheets;
- Identify, in, the name of parliamentarians who request and support the amendments;
- Disseminate in easily accessible link and consult all minutes and spreadsheets of the House and Senate permanent committees.
Already in reference to bench amendmentsalso in Exercise of 2025the plan proposes:
- Identify the proponent parliamentarians on the Transparency Portal, with a direct link to the detail of the amendment, released on the website of (Mixed Commission of Plans, Public Budgets and Inspection);
- standardize minutes and spreadsheets;
- Make available on the CMO website the minutes and worksheets of the state benches that approve the amendments, as well as the indication for their execution.
Regarding the commission amendments for the years 2022 to 2024, the general orientation is to expand transparency, integrating information on amendment supporters and providing data in the “Parliamentary Amendment Support System” system. The same is proposed in relation to the amendments of rapporteur of the 2020s, 2021 and 2022.
According to the document, the work plan is “Result of significant advancement in the dialogue between the executive and legislative powers for the implementation of transparency and traceability of parliamentary amendments, in relation to which it requires approval“.
The list of measures sent to the Supreme occurs after the, determined by Flávio Dino, from the payment of R $ 4.2 billion in parliamentary amendments in December. The minister had also determined that the PF (Federal Police) would establish an investigative inquiry into the execution of the amendments.
The Congress letter was sent shortly before one (27.FEV) at 9:30 am. Convivated by Flávio Dino, the hearing aims to evaluate, with representatives of the Executive and Legislative Powers, if their decisions regarding the amendments are being fulfilled.
Congressmen’s amendments have been the target of a series of Dino decisions since August 2024, which culminated in the suspension of the imposing amendments, whose payment is mandatory by the government. The authorization was maintained only in cases of public calamity and in works already in progress.
The minister’s actions caused a tension between the three powers, until representatives of the Plateau, the Supreme Court and the Congress were reached an agreement on the imposing amendments.
It was combined at the time that the release should be performed following transparency and traceability criteria, which, in the court minister’s understanding, were not satisfied satisfactorily.
The suspension of the payment of amendments in December was motivated by an action filed by PSOL that cited irregularities in the destination of the amount of commission amendments.
