The national director of the Judiciary Police (PJ) warned on Wednesday in Parliament that a detained foreigner “is not necessarily an immigrant”, exemplifying with the detainees at airports for drug trafficking at international level.

“An immigrant is a foreigner, but a foreigner is not necessarily an immigrant. Chains have a lot of people who are a foreigner, but not immigrant,” said Luís Neves, who is being heard in Parliament regarding crime data in Portugal.

In hearing in the Committee on Constitutional Affairs, Rights, Freedoms and Guarantees, at the request of the Liberal Initiative, which “Clarifications on the real state of crime in Portugal”Luís Neves also said that PJ has data on the nationality of all detainees, but its disclosure is not allowed.

“The PJ knows the nationality of all our detainees, but we do not share orque has not been allowed to share,” explained Luís Neves on the issue of introducing nationality in the Annual Internal Security Report (Rasi), which has been discussed in last times.

Luís Neves also highlighted the crimes of homicide and domestic violence, which represent a high percentage of the total crimes committed.

“30 years ago we had 427 homicides a year. It is not my data, it is data that it is here. Have been lavishing (…) we have indeed an increase of about 20 homicides from 23 to 24. I would like to emphasize (…) that we continue, unfortunately, with many homicides and many crimes of domestic violence in the country. This is a shame for everyone as a society and crimes, which in 90% are committed by national citizens.

In his initial intervention, Luís Neves spoke about some of the figures related to violent crime, noting that “from 2010 there were large peaks of violent crime, which then stabilized until the pandemic period.”
