The decision of the minister, (Supreme Federal Court), of parliamentarians took place after weeks of articulation to bring back the powers and involved intermediaries, confidential meetings and conversations that interspersed a climate of relaxation and moments of tension.
In these meetings, Dino was charged that, ultimately, led to the approval of the agreement: the individualization of the name of the authors of the rapporteur and commission amendments, one of the main requirements of transparency that, in his view, had been breached by the Congress summit.
Since January, the magistrate has been reserved conversations with the presidents of the House and Senate, (-PB) and (União Brasil-AP), respectively. The meetings occurred even before their election on February 1, according to interlocutors.
These meetings, kept under confidentiality and outside the official agenda, sought to distemance the relationship between the two powers, and reached an agreement to comply with the rules established by the STF to increase transparency and traceability of the funds.
The amendments of rapporteur and commission became critical for not identifying the parliamentarian responsible for deciding how public money would be spent.
The conversations culminated in the approval of the plan presented by the day before the decision, to get the release of appeals.
For this, a resolution project will be approved in the plenary, the amendments will be voted by the thematic committees, and the internal systems of the two houses will be adapted.
The need for identification of the author was mentioned by the minister himself in a meeting with House leaders last week. The informal meeting under reserve began a rapprochement with Dino after months of crisis.
The lunch occurred at the house of former mayor Rodrigo Maia, and had just over ten people, including the STF minister. According to participants reports, it was a kind of “icebreaker”.
Despite the informality, there was no retreat of the minister regarding his decisions to charge more transparency and traceability. The report found that Dino said there were rules anywhere.
At one point, he also stated that the issue of amendments was 85% solved, with only 15% left.
In this missing percentage, it mentioned the issue of individualization of amendments, specific accounts for transfers in health and work plan for the, ie, transferred directly to the boxes of the benefited entity without identification of the project to be contemplated.
The measure was contemplated in the decision of Dino this Wednesday.
At lunch, the STF minister was questioned by parliamentarians about the suspended determination. At the time, he answered a representation of PSOL, which cited a letter sent to the government signed by 17 party leaders.
According to parliamentarians, Dino said he did not open an inquiry to investigate the leaders, but to ascertain the amendments, but that leaders could eventually be implied if any irregularities found.
This was one of the moments of tension at the meeting, and the magistrate said he cannot fail to investigate information that came to him. He also stated that he was once from politics, but today he is a judge and will not prevariate.
At another point when the weather weighed, Deputy Elmar Nascimento (União-BA) spoke about Operation Overclean, in which he was targeted. Dino did not commented on any specific case.
Despite this, overall, the conversation was relaxed in a relaxed tone. And, according to parliamentarians, it fulfilled the goal of improving the relationship to unlock the amendments.
Leaders, such as Doctor Luizinho (PP-RJ), Mário Heringer (PDT-MG), Aguinaldo Ribeiro (PP-PB), Áureo Ribeiro (Solidarity-RJ) and Antonio Britto (PSD-BA), and the president of Solidarity, Paulinho da Força (SP), among others.
In addition to this lunch, Dino had “bilateral” meetings with Motta and Alcolumbre to expose the boundaries of what the Supreme Court would accept. In the evaluation of party leaders, the minister’s decision solves the impasse on amendments and allows appease to the crisis.
