Motta prohibits posters in the plenary of the Chamber after riots – 26/02/2025 – Power

The mayor, (-PB), published an act on Wednesday (26) prohibiting posters and other items in the plenary and commissions of the house.

The determination occurs after confusion last week, where session was interrupted by fighting of posters and screams of the opposition and the base. On one side, posters “no amnesty”, on the other, “Amnesty already”.

At the time, Motta said it was not loose and that it would be more combative than its predecessor (PP-AL).

“The possession of posters, banners, leaflets and the like in the plenary Ulysses Guimarães and the plenary of the commissions is prohibited,” says the first article of the act.

The text of the initiative does not specify which other items could be vetoed. The measure occurs in the wake of other clashes and controversy involving items outside the traditional garment or the speeches. After Motta’s own election, deputies made a “cap war” in the house.

In addition, controversies such as the deputy (PL-MG), who used a wig on Women’s Day and was accused of transphobia for his speech in 2023, have also occurred.

In justification, Motta mentioned that “the use of posters and the like in plenary enclosures impair the smooth running of legislative work, transforming the debate of ideas relevant to the country that is expected to happen in the tribunes into often fruitless and offensive discussions.”

The mayor published yet another act, which determines the use of complete costume in the plenary and commissions, and its non -compliance hurts the Code of Ethics of the House.

The rules that determine the costume are in previous acts, from 1980 and 2020, but there is no specification on clothing. In the case of men, it is mandatory to use ties, for example, even if it is not written in the act.

“Respect for the rules provided for in the acts of the numbers table 63/1980 and 145/2020 is not mere formality, but an essential measure to ensure that the legislative environment is in accordance with the decorum required by the exercise of legislative activity, in order to maintain mutual respect and order in debates,” says the justification.

Last week, Motta returned to the session scolding the parliamentarians, threatening them with punishment in case of fights.

He also stated that the house is not a childhood garden and said that, in case of disrespect between congressmen, the presidency itself will report the case to the Ethics Council to comply with the appropriate punishments.

Motta’s speech occurs after rioting in the plenary among pockets and petistas, who led Mrs Katarina done to end the session. Third secretary and only woman at the table, she was chairing the plenary, while Motta received congressmen in her office.

“I understand the political turbulent environment that the country faces in the face of the latest events, but I mean that if your excellencies are confusing this president with a patient person, with a serene person, with a loose president, you still don’t know me,” he said.

The deputies, who were even making the debate unfeasible with turmoil, applauded Motta’s statement. He returned to the plenary with deputies at the table, the screams of “respect” for Katarina.

“This is not a childhood garden, much less a place for spectacularization that denigrates the image of this house.”
