Without quoting Moraes, project author that could stop the entry of STF minister in the country stated that the suspension of X in Brazil was one of the reasons for the creation of the proposal

Republican Deputy (California) defended on Wednesday (26.FEV.2025) The bill of its own with the congressman (Florida) During a session at the US Representative Chamber of Representatives Commission (the equivalent of the Chamber of Deputies in Brazil).

The project, baptized “No Censors on our Shores Act” (which can be freely translated “without censorships in our lands”), defends BARRATE ENTRY IN THE USA of foreign authorities responsible for actions that violate the 1st Amendment of the US Constitution-which establishes freedom of expression-against US citizens. The text went and now goes to the House.

Issa did not nominally cited Alexandre de Moraes. However, he is clear in his statement that he speaks of the STF minister. “My bill simply states the following: If a country wants to ignore the 1st amendment in its own territory, it has this right. You can even block X, goal, Google or any other platform. However, do not expect to get a visa for the United States or stay in the country if you are responsible for restricting freedom of expression ”these.

The deputy also said that the bill does not interfere with actions outside the US: “However, when someone steps on American soil, we defend the 1st amendment. Therefore, this bill establishes that anyone involved in the suppression of freedom of expression cannot enter or remain in the United States ”.

Moraes sent the X in Brazil in August 2024. The platform was down for more than 1 month. Issa stated that the overthrow of the old twitter motivated the creation of the text: “The project emerged when Elon Musk refused to meet Brazil’s demands, and the X was removed from air throughout the country. […] This means that the United States, by expressing their opinions or defending freedom around the world, may no longer be able to do it unless we take a position. ”

Last week, Moraes sent in Brazil.

Issa and Salazar’s project alters Immigration and Nationality Law to include censorship as a source of inadmissibility and deportation. If approved and the US understands that Moraes has violated the 1st amendment, it is very possible for the STF minister to be affected. Read the proposal of the 2 Republican Deputies (PDF – 45 KB).

Read the defense of Darrell Issa:

“At this time, we are backwards in Brazil, and part of this legislation arises from this specific example, but also from cases in the European Union, the United Kingdom and Australia. In fact, there was a systematic censorship of the rights of US citizens on public platforms, such as X and the goal.

“The reason for this bill emerged when Elon Musk refused to meet Brazil’s demands, and the X was taken down throughout the country. We have seen censorship by preventing other people’s freedom of expression. This means that the United States, by expressing their own opinions or defending freedom around the world, may no longer be able to do it unless we take a position.

“My bill simply states the following: If a country wants to ignore the first amendment in its own territory, it has this right. You can even block X, goal, Google or any other platform. However, do not expect to get a visa for the United States or stay in the country if you are responsible for restricting freedom of expression.

“In short, we are not interfering with actions abroad. However, when someone step on American soil, we defend the first amendment. Therefore, this bill states that anyone involved in the suppression of freedom of expression cannot enter or remain in the United States.

“I want to make it clear that it is not who had its speech censored, but the fact that the freedom of expression of an American or an American organization was violated. We do not seek to interfere with the activities of other countries, but export our belief in free access to information to all.

“In fact, I just returned from the Middle East, where one of our greatest” exporters “today is the help we provide to Iranian dissidents to circumvent the censorship imposed in Iran. This allows those who oppose the totalitarian regime to communicate.

“Would we give in to this kind of censorship? No, and we should not give in just because a country is said to be a democracy, but in practice it does not respect US freedom of expression.

“With that, Mr. President, I end my speech.”
