The deputy also said that the bill does not interfere with actions outside the US: “However, when someone steps on American soil, we defend the 1st amendment. Therefore, this bill establishes that anyone involved in the suppression of freedom of expression cannot enter or remain in the United States ”.
Moraes sent the X in Brazil in August 2024. The platform was down for more than 1 month. Issa stated that the overthrow of the old twitter motivated the creation of the text: “The project emerged when Elon Musk refused to meet Brazil’s demands, and the X was removed from air throughout the country. […] This means that the United States, by expressing their opinions or defending freedom around the world, may no longer be able to do it unless we take a position. ”

Issa and Salazar’s project alters Immigration and Nationality Law to include censorship as a source of inadmissibility and deportation. “I want to make it clear that it is not who had its speech censored, but the fact that the freedom of expression of an American or an American organization was violated. We do not seek to interfere with the activities of other countries, but export our belief in free access to information to all.
