Parliament approved, this Friday, changes to the diploma that allows us to reclassify rustic soils in urban, for housing, partly intended for “accessible lease” and construction to “controlled costs”. PSD and CDS voted for. In the PS, there were two dissidents.
The original came into force on January 29, after Decree-Law 117/2024 of 30 December, which amends the Legal Regime of Territorial Management Instruments (RJIGT), allowing the simplified reclassification of rustic land in urban, for housing construction.
However, within the scope of their parliamentary assessment, they were, made and approved changes with the favorable votes of the PSD, CDs and (almost all) PS.
“Almost all”, because he hears two dissent in the Socialist Party: the deputy Cláudia Santos who voted against and Filipe Neto Brandão who abstained.

Among the main proposals for change of PS approved with the understanding of the PSD is the replacement of the concept of housing of “moderate value” – used by the government – by “accessible lease” or “at controlled costs”.
The replacement of the territorial criterion of “contiguity with urban soil”, for the consolidation of an existing urban area, was also approved, as well as the revocation of the possibility of building housing for the accommodation of agricultural workers outside the existing urban areas.
Social Democrats included most socialist demands In its proposal, namely as to the need to demonstrate the impact of soil reclassification on existing infrastructures, as well as the charges of reinforcing these infrastructure.
The law, which prevails “for four years” and “retroacting on December 31, 2024”, goes to promulgation by the President of the Republic and eventual subsequent publication.
