Professor Vitelio Brustolin, from the Fluminense Federal University (UFF) warns that he is in danger of collapsing if a global scale conflict occurs.
During participation of WW Especial, The expert estimates that, with a new global war, the UN may have the same end as the League of Nations, which came to an end during World War II.
Brustolin explains that the UN was structured based on two fundamental concepts: the principle of idealism in the General Assembly, where each of the 193 member countries is entitled to a vote, and the Security Council, intended for the world powers to maintain peace.
However, the teacher emphasizes a critical failure in this system: “The problem is that it has not been able to avoid wars.”
The dilemma of UN effectiveness
Despite criticism, Brustolin recognizes the historical value of the organization: “The UN, when we look at the historical perspective, is what we best developed in the history of international law.”
“Many colleagues of mine believe it is not the UN that helps to avoid wars, but the balance of power, the balance of power that comes from the possession of nuclear weapons,” says Brustolin, referring to the balance that prevailed during the Cold War.
The expert points out that the possibility of a bloc collapse in the face of a larger war not only threatens decades of diplomatic efforts, but also puts in check the current structure of global governance.
