Luís Montenegro speaks to the country
Gasolineira Joaquim Barros Rodrigues & Filhos signed a contract of 194 thousand euros with Spinumviva for consulting services. The company belongs to the father of João Rodrigues, PSD candidate for the Braga Chamber.
The identity of one of Luís Montenegro’s “Mystery Customers” was finally revealed: the “Family Fuel Company” referred to by the Prime Minister in Parliament is the Joaquim Barros Rodrigues & Childrenwhich belongs to the father of João Rodrigues, councilman and candidate of the PSD to the Braga Chamber.
According to information ascertained by, the contract between Joaquim Barros Rodrigues & Filhos and Spinumviva, a company previously led by the Prime Minister, had a Value of 194 thousand euros plus VATcovering almost two years of business management and restructuring consulting work. Montenegro stated that this contract represented half of Spinumviva’s turnover in 2022, the company’s highest revenue year.
The involvement of João Rodrigues, whose wife Inês Varajão Borges also provided services to Spinumviva, raises political and business issues. Rodrigues was Partner at the law firm de Hugo Soares, right arm of Montenegro and current parliamentary leader of the PSD. Although João Rodrigues detached from the office, the choice of his name as a candidate for the Braga Chamber has already caused internal conflicts in the PSD.
Jorge Rodrigues, managing partner of Joaquim Barros Rodrigues & Filhos, justified the contract explaining that the company needed strategic help to overcome business embarrassment after corporate restructuring. Montenegro was hired to elaborate a development planevaluate alternatives and negotiate partnerships, resulting in the company’s financial stabilization.
The contract was paid only after the successful completion of the project, which guaranteed the company a EUR MILLION BUSINESS VOLUME. By 2022, the company registered sales of 8.36 million euros, its best financial performance since 2017.
The Spinumviva and the Communication Office of Luís Montenegro did not respond to the Observer’s response requests. However, the business relationship between the two companies has already been closed.
