The ones are, on average, only 3 out of 10 members of the national bodies of the parties with, according to data from the (Superior Electoral Court).

Even in these instances, they also tend to be further away from leadership positions, accumulating participation as members of lower decision -making power in party structures.

The current scenario repeats that of other legislatures, according to experts heard by the Sheetwho cite phenomena such as the fact that these women are more likely to achieve high positions in circumstances in which the possibility of failure is greater or in smaller parties.

Data Analysis available in the TSE Party Information Management System (SGIP) points out that on average women are only 30% of all members of the definitive (non -provisional) national agencies of the acronyms with the ten largest benches in the Chamber (PL, PT, União Brasil, PP, MDB, PSD, Republicans, PDT, PDT, PSB and PSDB). The federations were not considered.

The index contrasts with the participation of women in the Brazilian population (52%) and in the political system itself. They are 53% of the country’s voters and 46% of parties affiliates, according to TSE data.

According to SGIP, the PT is the party with the most participation of women in the definitive national organs among the acronyms analyzed. They are 52 of the 105 registered members (almost 50%). PP appears with the smallest proportional number of women (12%), followed by União Brasil (13%).

When the division is observed by ideological spectrum according to, leftist acronyms are the ones that have the most participation of women in these positions (35%). Then come the right parties, with an average of 27%, and then the center (22%).

Most parties, however, are in their 30% female participation in national organs. Of the total of 1,287 members, only 384 are women.

The result takes into account all members of presidents at the top of the hierarchy, vowels, with less decision power. Overall, the list of TSE under the heading “Definitive Organ” includes both members of the Directory and the National Executive.

In these instances, the participation of women stands out among positions of lower decision -making power, with few of them with leadership positions not related to the gender issue, for example, the presidency of the party wing of the party.

When considering the posts of National President, 1st Vice-President, Treasurer and Secretary General-Keeps considered important to the acronyms-only 4 of the 10 parties present women in the composition: PT, União Brasil, MDB and PSDB.

PSD and PP do not indicate who is the 1st vice president in the executive. In the case of PP, there are, in total, 20 vice presidents, 5 of them women. PSD cites 10 vices, 3 women.

The PT stands out as the acronym with more women in these higher positions. In addition to Gleide Andrade as National Secretary of Finance and Planning, the subtitle had until Friday (7) the only woman in the national presidency of the ten parties with the largest bench: the deputy, who will now assume the Lula Government’s Institutional Relations Secretariat.

Her arrival at the PT’s command, however, can be seen as an example of the phenomenon known as Glass Cliff: In addition to the difficulty of generally reaching high positions, women may be more likely to compose the party elite in contexts in which the possibility of failure is greater.

In Gleisi’s case, the federal deputy for Paraná directed the PT in times of tension, such as the final stretch of Operation Lava Jato and Lula’s arrest in 2018.

He was elected by, as the first woman in office, and reelected two years later. It will now compose the government precisely in one of the president’s popularity.

In recent research with other scholars about the participation of women in party agencies, political scientist Karolina Roeder has identified that they are less likely to exercise direction positions in larger parties. Also “are more likely to be leaders in the poorest and possibly less important states,” the study points out.

The survey analyzed data from 2018 to 2022 of 32 parties registered in the TSE. The analysis of the state bodies of the parties pointed out that there was less than 15% of women in the positions of president or vice at the time. At the same time, they did not reach 30% of the total members of all state party agencies.

The same analysis, but of the national agencies of the acronyms in the 2021 and 2022, pointed out that women were 27% of the total members, explains Liliane Gobetti Fagundes, a doctoral student in Political Science from UFPE (Federal University of Pernambuco).

The acronyms with the highest percentage of women in the national party agencies were PMB, PSOL and UP. The lowest percentage were PCB (Brazilian Communist Party), solidarity and Christian democracy.

According to Fagundes, gender inequality within parties probably impacts the number of women elected, which ultimately compromises the quality of democracy.

“As long as we do not have women in the position of direction within the parties, we will not be able to have a very effective representation at the electoral level,” he says.

According to the TSE, in the ordinary elections from 2018 to 2024, women were only 34% of candidates and 17% of the elected.

What the parties say

A Sheet He questioned the ten political parties with the largest councils in the House about the representativeness of women in party instances.

The MDB replied that in 2024 it was the acronym that most elected women and that it is “necessary to continue affirmative actions, such as the obligation of women in the constitution of the directories.” “The biggest presence of women in party steering positions will result in more elected women,” he said.

The PT said it was “the first Brazilian party to adopt, in its statute, parity between men and women in all positions of executive committees.” He also pointed out that he was “the first to adopt the minimum percentage of 30% (quota) for women in these positions”.

According to União Brasil, the expansion of women in spaces of power is a priority for the acronym. The party cited the Lilac Defense project, aimed at encouraging women in politics, as an important action of the caption.

Already the PSD said it develops initiatives to foster such participation through the PSD Mulher. The acronym highlighted the strength of its female leaders, with deputies, mayors, councilors and senators elected.

The other subtitles did not respond.
