Federal Deputy Kim Kataguiri (União Brasil-SP) presented on Friday (7.mar.2025) the PL (bill) 778 of 2025 that amends the law of criminal offenses to prohibit prostitution on public roads.

The deputy stated that the bill aims to reduce “insecurity” in residential areas and not punish the practice itself. PL provides for simple arrest of 15 days to 3 months for those who practice prostitution on public roads, in addition to the payment of a fine, with value calculated based on the “day-to-day” system.
Kataguiri justifies in the project that, although prostitution is recognized by the Ministry of Labor and registered with the CBO (Brazilian Classification of Occupations) as a “sex professional”, its exercise should follow legal parameters.
“No one has the right to turn the street into a prostitution zone and harm those who live or work on site,” he said in a statement.
The deputy stated that, in addition to the practice to impact the routine of residents in residential neighborhoods, it also “usually” turns places into drug trafficking points and disturbance of quiet. “The public space has to serve the population, not to illegal activities.”
Kataguiri stated that only fines do not solve the “problem” of prostitution on public roads for lack of inspection. He said he defends the inclusion of practice in the law of criminal offenses, with prison sentence, to ensure that the law is “real”.
To follow in the House of Representatives, the bill needs to go through commissions and be approved.
