The first class of the Supreme Federal Court (STF) ruled last Saturday (08), by majority, accepting the complaint against three deputies of the Liberal Party (PL), by criminal organization and passive corruption, through parliamentary amendments.
Investigations began in 2020, when the then mayor of São José do Ribamar (MA), Eudes Sampaio, decided to report a 25% charge of the amount of amendments that the municipality received for health.

According to the investigation, the PL deputy, Josimar Maranhãozinho, focused on the negotiation of values.
According to the complaint, there are elements that prove the exchange of messages between Josimar and the other deputies involved, with information on bank data for the deposit of advantages obtained.
“In one of them, Josimar even demonstrates concern about the fact that the indicated account is in the name of Pastor Gil and not a third party,” wrote Deputy Attorney General, Hindemburgo Chateaubriand.
And it had, responsibility, to control the destination of the amendments and also the resources of other deputies.
He, who is a businessman, born in Várzea Alegre, has worked at the Foreign Relations and National Defense Commission, and was a starter in the Black Bench of the House.
The Federal Police (PF) investigation points out that the deviation of amendments, stating that some heads of the municipal executive even escaped fear, which is found in an exchange of messages from Pastor Gil with Josimar Maranhãozinho.
Some mayors, according to the PF, resisted accepting the payment of the bribe, through agiota, in exchange for amendments to the municipalities. In these cases, parliamentarians entered the scene.
“From then on, federal deputies Josimar Maranhãozinho and Pastor Gil now act in person to convince the mayor,” the complaint reported.
Pastor Gil is a native of São Luís and is part of the Black bench of the House of Representatives, as well as being the holder of the Foreign Relations and National Defense Commission, the Education Commission, Health Commission and the Human Rights, Minority and Racial Equality Commission.
Also according to the PF process, the trio would have acted for “commercialization” of at least $ 7 million in amendments.
Deputy Bosco Costa was with Pastor Gil and Josimar Maranhãozinho “at the top” of the criminal organization.
By note, the defense claimed that the deputy “was not the author of any parliamentary amendment for the municipality of São José do Ribamar (MA), which can be easily proven through documentary analysis of the process. […] Bosco Costa reaffirms his commitment to the truth and puts the whole willingness of justice for all clarifications, ”he said.
Bosco Costa is from the city of Itabaiana and also integrates the Black Bench of the Chamber of Deputies. It has also been the holder of several committees, such as agriculture, livestock, supply and rural development; policy and urban mobility; administrative reform; and others.
