It presented it to a bill aimed at the creation of the Secretariat of Planning and Efficiency. This new portfolio, as outlined in the project, will be under the mayor’s direct responsibility. The main intention behind this proposal is to bring the chief executive’s secretary closer, giving him greater political autonomy for budget decisions, which represents a change in relation to the current structure of the Finance Secretariat.
Currently, the bill is being processed in the House and awaits the approval of the councilors to be implemented. In an official note, the City of São Paulo stressed that this administrative restructuring aims to modernize, organize and strengthen public management. The new secretariat will be in charge of issues related to the planning of the municipality, without, however, withdrawing functions from the Treasury Secretariat.
