The leader of the government at José Guimarães (-CE), assumed in office the authorship of one that was abandoned three years, without a politician who recognized his paternity.
Despite signed the document, Guimarães denies being the true author of the nomination of the money. The letter, says the government leader, only served to meet the requirements determined by the (Supreme Court) and thus achieve the release of money.
The document was sent in December last year to the Ministry of Integration and Regional Development to unlock the payment of the amendment, approved in the Management (PL).
The money sponsored by the government leader was part of the rapporteur’s amendment, also known by the RP9 technician, which were the subject of controversy for hiding the parliamentarian who was the real responsible for indicating how public money would be spent.
The president (PT) campaigned against this mechanism in the 2022 election, which dealt with “the largest corruption scheme in the history of this country.”
The resource of R $ 1,295,812.85 for recovery of back roads in Northern Board (CE) has been approved in the 2021 budget and has been without an official political godfather since then, even with STF charges for those responsible for these amendments to appear.
In the same period, two other rapporteur amendments to the municipality had the authors released-the deputy AJ Albuquerque, president of the PP in Ceará, and former deputy Heitor Freire (União Brasil-CE).
The money now assumed by Guimarães, however, was without an official godfather until December 19, 2024, when the Lula government leader sent the craft to the ministry.
This was necessary because the works are still running and the release of R $ 639 thousand was missing. The Supreme Court minister determined that the resources could only continue to be executed if someone took the authorship of the money, even if they presented themselves only as supporters.
Guimarães denied Sheet that has negotiated these resources during the Bolsonaro government and is the original author of the nomination of the money.
“I only signed the craft at the mayor’s request, in response to the imperative that Minister Flávio Dino put it, to be a work already underway. It is not my own, it is a former deputy that I do not know what it is,” he said. “I would sign for other mayors too, for the work not to be inconclusive,” he said.

Guimarães intends to compete for in 2026 and seek support from mayors from all over the state. In 2024, he sponsored another transfer to the municipality of Tabuleiro do Norte, of R $ 4.4 million, through a commission amendment, which replaced the rapporteur amendment ,.
Consulted, other parliamentarians from Ceará said they did not know the original authorship of the money sponsored by Guimarães. The signing of the government leader, therefore, meets the determination of the Supreme Court, but does not comply with the transparency requirements for the distribution of money.
At the time of the approval of the amendment, Guimarães worked in the House as leader of Minoria, a group of parties who opposed former President Bolsonaro.
In the 2022 campaign, Guimarães was also one of the critics of these rapporteur amendments. In a post on the old Twitter, he accused Bolsonaro of being “SUS enemy”, the Unified Health System, cutting $ 3.3 billion from the area, but preserving the rapporteur amendments. “In this government, gaining election imports more than people’s health?” He wrote.
OPPOSITION
This type of amendment was distributed to allies at the time by the mayor (PP-AL) and party leaders. The greater the prestige of the parliamentarian and proximity to the government, the greater the money received.
Behind the scenes, it was pointed that the opposition also received the amendments. At least two other petist deputies sent documents in December to the Ministry of Integration recognizing the paternity of rapporteur amendments during the Bolsonaro government.
Deputy Vander Loubet (PT-MS) requested the release of R $ 521 thousand to build a bridge in the municipality of Innocence (MS).
Sought to explain how he obtained the appointment of the money, he sent a note that the agreement was “signed in 2021, when the President of the Republic was Jair Bolsonaro”, and that “at that time there was no legal impediment or decision of the Supreme Court that would prohibit the application of these appeals.”
“This is not a new destination of funds or a political decision of the current government, but the fulfillment of a commitment signed in the past, within the rules in force at the time,” he said.
Deputy Flávio Nogueira (PT-PI) sent a letter in which he recognizes that he is the author of three amendments, in the total amount of R $ 1.4 million, for the municipalities of Valença do Piauí (PI) and Demerval Lobão (PI).

At the time of the approval of these amendments, Nogueira was not in the PT. He was from the PDT, also opposed party, but was in the process of leaving the acronym after voting in favor of pension reform. He chose to compete in the 2022 election for the PT, a party by which he had held his first term as a state deputy.
