The signatories of the letter ask FIFA and create new regulations for cases of racism in football through which clubs can be held responsible.
The first measure would be the application of a fine of $ 500,000 ($ 2.9 million), which could be reduced to $ 100,000 ($ 585.5 thousand) if the fans are identified and punished criminally. In case of recurrence, however, the punished club will be eliminated from the competition.
