David: Congress will have a session on Thursday to complete an agreement on amendments

Before voting for the budget, Congress will hold a joint session on Thursday (13), at 10am, to endorse the agreement that released the payment of suspended parliamentary amendments. The Federal Supreme Court (STF) unanimously ruled last week, approving the work plan to increase the transparency and traceability of parliamentary amendments to the Union budget. The measure was jointly prepared by the Legislative and Executive Powers.

Now deputies and senators will need to change an internal resolution to validate the agreement within the National Congress. The presentation and vote of the National Congress Resolution Project (PRN) and the convening of the joint session were announced on Tuesday (11) by Senate President David Alcolumbre (Union-AP), at the opening of the Plenary Session of the House. David reported that the session has already been agreed with the mayor, Hugo Motta, and will have only this item on the agenda.

David again celebrated the agreement around measures that increase transparency and traceability in the execution of parliamentary amendments.

– We are leveling, within the agreement of conciliation in the ADPF, which is being built between the Executive Power, the Legislative Power and the Judiciary, this standardization of transparency, traceability and modernization of the system of submission of parliamentary amendments to the General Budget of the Union, whether discretionary of the Executive Power, or they are amendments of special transfer, whether they are amendments individual, imposing or non -imposing, within the scope of the Brazilian public budget.

Presented by the Senate and House tables, the bill aims to update Resolution 1 of 2006 and will be reported by Senator Eduardo Gomes (PL-TO).

– It is a long and extensive improvement in a resolution that has about 20 years of existence and that we are trying to better improve and adjust, with transparency and seriousness from the point of view of the Brazilian Parliament, to have a more transparent public budget and with the possibility of traceability by Brazilian society – added David.

Work plan

The agreement includes a Senate Work Plan in conjunction with the Chamber and the Executive Power, with measures to increase transparency and traceability in the execution of parliamentary amendments. The document answers questions made by Minister Flávio Dino of the Federal Supreme Court (STF).

By the document, when registered on the Transparency Portal, the amendments of the Legislative Power must follow parameters similar to the executive amendments, already available on the portal. Thus, information about who will be the beneficiaries of the amendment and how money should be spent will be standardized. The parliamentarians of committee and rapporteur amendments will also be identified.

Prepared in response to the Fundamental Precept (ADPF) Non -compliance argument 854 – which deals with the proposition and execution of parliamentary amendments – the text contains specific guidelines, actions and schedules to increase transparency in the release of amendments. To ensure easy access to the data of each amendment, the Transparency Portal underwent operational changes in 2024.

Changes

As suggested changes in the registration of parliamentary amendments in the Transparency Portal, the Work Plan presents guidelines, actions and schedules for financial years from 2020 to 2024, as well as for the financial year 2025, which should be adopted by different areas involved, such as the National Congress, Permanent Committees, Controlling General, Ministry of Management and Innovation, Ministry of Management and Innovation, Ministry of Management and Innovation Secretariat of Institutional Relations.

Within the new formatting related to parliamentary amendments, the data regarding them will need to be structured, allowing the linking of parliamentarians or group of parliamentarians to specific acts in the scope of expense execution, with information such as the amendment code and the full number of the commitment note.
