They supervise, but are not tax. Chamber of Lisbon says that situation was temporary, but professionals in the area deny, and feel “devalued”.
A group of 52 inspectors from the Lisbon City Council has reported that public works in the city are supervised… but not by inspectors.
The news, advanced by, is admitted by the House itself, led by Carlos Coins. Only, according to the municipality, this scenario only happened during the “Second semester of 2023”.
Works, occupations, illegal advertising or fairs have, for six years, to be supervised by professionals who attend a 6 -month course (or have been in office in the area for at least 30 years). There are still other criteria that enable workers to be tax.
“The presence of qualified inspectors is essential to ensure that the works are performed safely, efficiently and in accordance with the established rules,” says the Order of Engineers.
Professionals who denounced the situation in a written exhibition presented to the Lisbon Municipal Police, explained that the Surveillance was done by non -qualified technical assistants or operational assistants.
Police sent the exposure to the City Council itself, which admitted that these professionals are not allowed to supervise the works. “It seems to us that workers who are part of this career do not have the necessary professional qualification for the exercise of inspection functions that fit the special inspection career,” the municipality had written in 2022.
However, according to several inspectors at a municipal assembly of May 2024, the situation was not limited to one semester, as the House had justified, arguing that it was going through a transition period. They argued that this situation continues to harm their careers.
“As long as there are not qualified employees to oversee, the Lisbon City Council does not bother to reinforce the paintings or to value the work of the inspectors,” they wrote. “There is a feeling of devaluation.”
The Chamber ensures not to be aware of the situation, and “CML provides the frequency of this course to all workers who, having in the past performing inspection functions, but currently not integrated into the new special inspection career, wanting to attend”, also announces the municipality.
CurrentAnd, there will be 13 the “inspectors” not qualified to operate in the works of Lisbon. An opinion prepared by the arrival on the subject will be analyzed at the next plenary session of the Municipal Assembly. The appeal is for the municipality to “recognize that the enforcement functions are only performed by workers who are legally qualified for their exercise.”
