The decision was made in the context of discussions of the Budget Execution Board (Jeo). The request for cutting in the social program is in a letter sent by the Ministry of Planning to the Joint Budget Commission (CMO). The fiscal package released last year initially foresaw the reduction of R $ 2 billion in the projection of expense in the Bolsa Familia program for 2025. This amount was, however, extended in subsequent discussions held under the Jeo.

The new estimate reduces the difference from forecasts made by market agents, which previously pointed to a underestimation of R $ 16 billion to R $ 20 billion in this expense.
It also asked Congress to add R $ 3 billion in the heading “Refunding Financial Support through financing and other financial instruments for projects for mitigating and adapting to climate change” of the Social Fund.
