The current president of the Legislative Assembly of, (), he was practically managed to guarantee his reelection after sewing an agreement between most parties of the house, including the PT, to maintain positions already divided between subtitles.
The election for the presidency takes place on Saturday (15), and André, ally of the governor (Republicans), must count on the vote of all deputies, except those of PSOL, which launched an opposition candidacy represented by parliamentary Paula Nunes.
According to the agreement sewn by the president of Alesp, the proportionality of the Board of Directors will be maintained, with the division of positions between the parties according to the size of the benches. From there, it is up to each subtitle to define whether it will follow the current names or indicate new deputies.
In exchange for support for André, the PT, the largest opposition bench, will continue to ahead of the first secretariat.
Domain over the position is important because it allows the indication of 71 commissioned employees. Other departments of the house, such as post office and expense inspection, are also under the secretariat umbrella, known as “Alesp City Hall” because of these duties.
Today, the first secretary is Deputy Teonilio Barba (PT), who, after party resolution, will be replaced by Maurici (PT).
The second secretary will continue with the PSDB, which should change Deputy Rogério Nogueira for Barros Munhoz. Already the first vice presidency will continue with Republicans, who should keep in office the deputy Gilmaci Santos, government leader.
“We want to continue following the work of strengthening the house and the mandate of all deputies. This is the main objective,” André do Prado told Sheet.
Paula Nunes, from PSOL, states that the caption does not give up the candidacy in the name “of the defense of the rights of the population”.
“We know there is an agreement for the composition of the Board of Directors among the other parties, but PSOL understands that our struggle for Alesp to have an independent posture over the government cannot be exchanged for positions.”
In André’s first term, the government approved projects such as the privatization of Sabesp, the creation of Civic-Militar schools and the PEC (Proposed Amendment to the Constitution) that authorizes reduce the percentage of resources for education to increase health.
In an interview with Sheet In January, the deputy denied lack of independence in the relationship with government. “It has been many years since the Assembly has no independence as we have today,” he said. “The governor always makes independence clear, but [havendo] the harmony between the powers. That’s what I think too. “
Reelection has been sewn since last year. In October, after months of conversations between the parties, the Assembly approved a PEC that released a single successive reelection to the president and the other members of the Board of Directors, in the same or in different legislatures.
Until then, the renewal was only possible in the latter case, which would prevent André from staying at the post.
At the time, PEC was approved in just over a minute by acclamation – or without individual vote.
Only the PSOL bench of five members expressed the opposite vote. The party, however, could have requested a nominal vote and did not do so and also chose not to obstruct the vote of the PEC that would make it possible to renew André.
This is because the caption estimated that he had a majority and that this would be a lost dispute, which could hurt the demands of deputies later. The expectation was to keep the vacancies that the party already had in the commissions – second parliamentarians near the negotiations for reelection, their composition will still be defined.
Like PSOL, the PT concluded that, with about 30 votes from the opposition bench, it would not be possible to face André, who needs the support of 48 among the 94 deputies. The party did not move to gather dissidents and try to build an application.
PT leader in the house, Deputy Paulo Fiorilo said to SheetAt the time, that the acronym had presented a list of demands to the president, who was willing to forward some and proposed changes in others.
He stated that André nodded positively to the request to change the method of installation of CPIs, which, according to the opposition, privileges the governing base, and to hear the benches in the appointment process for the councils.
The petista also said that the president accepted important party claims in the two years he commanded the house and personally did not oppose his reappointment.
Deputies describe André as a conciliatory profile figure, capable of establishing dialogue from left to right, and showed skill in the division of positions at the board and vacancies in commissions to consolidate support for his presidency.
On the other hand, critics of him complain of excessive compliance with the Tarcisio government, which would have transformed the assembly into an auxiliary line of the executive.
They claim that the projects sent by state management are quickly based and voted without wide discussion, to the detriment of the initiatives of the deputies.
André is one of the main names, if the governor competes for reelection, or as his successor, whether the former president’s pupil (PL) decides to run for the presidency.
