Mayor had agreed with the leaders to avoid the voting on emergency basis, but the deputies insisted
The president of the Chamber of Deputies, Hugo Motta (Republicans-PB), was annoyed during the leaders meeting held on Thursday (13.mar.2025). According to participants heard by Poder360Motta was angry with deputies, including PSOL leader, Talíria Petrone (RJ), regarding the urgent vote of women’s bench projects.
Deputies who were at the meeting reported that the mayor even hit the table. One of the congressmen stated that he intends to suggest to Motta to apologize to Talíria.
What caused
Motta assumed the presidency of the Chamber with the commitment to avoid voting on urgent regime – when the proposal can be analyzed directly in the plenary, without going through the thematic committees.
The device was widely used during the management of the former mayor, Arthur Lira (PP-AL).
Each March, the House discusses projects focused on the defense of women’s rights. Deputy Iza Arruda (MDB-PE), who represented the female bench at the meeting, presented a list of 11 proposals considered consensual for consideration.
In analyzing the items, participants reported that the mayor, Hugo Motta, stressed that only 5 had reports presented in commissions. According to the congressman, it would make no sense to vote the other 6 under urgent regime, since they had not yet been analyzed by the collegiate.
Talíria and other members of the female bench argued that, as the commissions have not yet been installed, there was no time for the elaboration of the opinions.
Congressmen would decide on Thursday which parties will command each commission, but, in the face of a new impasse, Motta wants leaders to present the names of the presidents next week.
Given the insistence on the emergency, Motta said that if it were to vote without opinion, there would be no reason for the existence of the commissions. Some leaders defended the mayor, as avoiding this kind of processing was a commitment signed by all leaders.
“That’s not all. [Também houve] insistence of other leaders to guide emergencies. And we had agreed that the process would be no longer so. Urgencies take the importance of thematic committees and the materials are not properly matured for a plenary vote ”declared a leader to Poder360.
This is not the first time Motta gets angry in the House. On February 19, the deputy scolded in PL and PT deputies during a session in the Plenary. At the time of the clash between the congressmen of the 2 parties, the deputy (PSD-SE), 3rd Secretary of the Board of Directors, presided over the session.
Katarina suspended the meeting to calm the mood at Casa Baixa. Motta then returned to the presidency of the plenary, apologized for the congressman on behalf of the house and scolded.
“I understand the political turbulent environment that the country faces in the past events, but I mean to your excellence. If your excellencies are confusing this president as a patient, serene, as loose president, you do not know me yet. Either this plenary dignifies to be here representing the Brazilian people or we do not deserve to be here. This is not a kindergarten, much less the place for spectacularization that denigrates the image of this house, I will not accept this kind of behavior ”he said.
