A proposal from federal deputy Duda Salabert (PDT-MG) wants to symbolically transfer the Brazilian capital from Brasilia to Belém during COP30. The 30th United Nations Conference on Climate Change takes place in the capital of Para between November 11 and 21 this year.
Protocolled last month, Bill 358/25 is under urgent regime and should be analyzed by the Constitution and Justice and Citizenship Commission (CCJ) and the House Plenary.
The measure suggests that, during the event, the three powers – executive, legislative and judiciary – can settle in Belém to conduct government activities.
According to the text, the acts and dispatches of the President of the Republic and his ministers during this period would be dated in the city of Pará.
If the project is approved and becomes law, the Executive Power will be responsible for regulating the measure, establishing the administrative, operational and logistics guidelines necessary for the temporary transfer of the federal government’s headquarters.
“Operationalization would depend on dialogue between the heads of the three powers and Governor Helder Barbalho. The good reception to the project, both by the federal government and the state and municipal governments, demonstrates the interest in enabling this historical change, ”said the deputy in an interview with CNN.

The transfer of the capital to Belém would still represent an important symbolism for the Northern Region, in the assessment of the deputy.

Temporary transfer has occurred before
It would not be the first time that a capital change would happen during an event in Brazil. In 1992, during ECO-92 (or Rio-92), held in Rio de Janeiro, then President Fernando Collor transferred the federal capital to Rio between June 3 and 14 of the same year. It was there that the United Nations Framework Convention for Climate Change (UNFCC)-which soon after.
Duda’s assessment is that this temporary change would follow the tradition of valuing environmental events based in Brazil, as happened during ECO-92.
The deputy assured that the environmental impact of change would be reduced, since “it would be done using existing structures, without the need for new construction or relocation of servers.”
