The president of Alesp (Legislative Assembly of), André do Prado (), must be reelected on Saturday (15) for an unprecedented third year of office at the head of the São Paulo legislature while preparing an application to the executive next year.
Former mayor of Guararema, 80 km from SP, and pupil of the PL president, André works to be nominated for the post of vice in a re-election campaign of (Republicans) or even to the post of state governor, if Tarcísio waive in April to run for the presidency of the Republic.
The expectation among parliamentarians is that the reelection of the presidency of Alesp is quiet, since his candidacy even from the PT/PCdoB/PV Federation, which has 19 deputies.
Veterans of the house foresee a victory with 89 of the 94 votes possible, even score of the vote of their first term, in 2023. PSOL, which has 5 seats, should compete with Paula from the feminist bench to mark a position contrary to the deputy’s management.
Hegemony was conquered amid an ambiguous relationship between the government and the legislature.
On the one hand, Tarcisio promoted a series of vetoes to the House approved bills, preventing parliamentarians from building electoral flags. He fully vetoed 145 projects and, partially, another 55, a larger number than in the two previous administrations.

The position, coupled with the fact that André is a member of the “root” wing of the PL, considered non -p -pocket and close to the center, undermined the emergence of any other leadership that could rival his hegemony.
An opposition deputy points out that even members of subtitles who, behind the scenes, complain about the lack of space in Tarcisio management, such as União Brasil, MDB and PSDB (third largest bench, despite the series of internal crises), remained close to the current president.
This Saturday’s reelection is the first in Alesp’s history, which this year celebrates 190 years of existence. Until last year, the Constitution of São Paulo did not allow members of the Board of Directors to reelect themselves in the same term.
The change occurred after a judgment of the Supreme Court (STF), December 2022, which allowed the reelection of directors tables at state assemblies.
With the new federal understanding, 50 deputies signed the authorship of a PEC that regulated the instrument in São Paulo.
The new term has an advantage to André in his project to run for a position in the executive next year, in the evaluation of allies. With the control of the legislature’s agenda, he would have pressure on Tarcisio on the eve of the election period.
The plan detailed by the parliamentarians is that he holds the position of vice in the governor’s reelection campaign. Or, depending on the scenario, if Tarcisio disputes the presidency, which André launches candidate for the State Government. The PL awaits definitions of Bolsonaro’s future, which declares itself in the presidential dispute, but is ineligible and may be arrested.
“Our whole bench endorses his candidacy,” said Alex Madureira (PL) about an eventual entry of André do Prado in the election by the state executive.
In the assessment of the São Paulo bench, when Tarcisio was called by (PL) to run for the government, in 2022, the original proposal was that he would compete for his godfather’s party.
However, the leaders chose to launch him for Republicans because the PL would have financial difficulty in playing simultaneous campaigns to the presidency and the Paulista executive.
In addition, Valdemar Costa Neto also gave up Tarcisio’s deputy in favor of Felício Ramuth (PSD), who was already a pre-candidate for the government by Gilberto Kassab’s party, in exchange for obtaining the support of the PSD-which Tarcisio himself evaluates to have been vital.
Now, however, within this party arrangement, it would be the turn of the PL to stay ahead, according to one of André’s allies.
On the other hand, one of the members of the party’s São Paulo bench in Congress, who prefers to speak privately, states that part of the acronym argues that it is Kassab who should lead the process of choosing the names next year.
André has been affiliated to the Valdemar party since 1992, when he first played a councilman position and is considered one of the most faithful allies to the leader in the state. Since 2009 he has held command positions of PL Paulista. In his first term at Alesp, between 2011 and 2014, he was the only member of the party in the house. The PL eventually became the Legislature’s biggest subtitle after adopting Bolsonaro to those of 2022.
André’s experience in the executive includes a position of deputy mayor in Guararema (from 2001 to 2004) and a mayor election between 2005 and 2008.
In the period, he was sentenced in the first instance for administrative misconduct, by renewing advertising contracts signed in the previous management and considered irregular by the State Court of Auditors (ECA). However, when appealing the decision, it obtained the annulment of the conviction, remaining clean record.
