In an interview with CNN Sustainability, former Environment Minister Izabella Teixeira, who played a key role in negotiating in 2015, analyzed important united nations conferences on climate change: Kyoto, Paris and Glasgow.
The first was the 1997 Kyoto Protocol during Japan. According to the former minister, the agreement “works on the responsibilities of developed countries” regarding the emission of pollutants.
The Paris Agreement, 2015, on COP21, “happens in the 21st century and recognizes the role of emerging economies in increasing emissions,” explains Izabella.
The measure prioritized the limit of the earth temperature increase, stipulated at 1.5 ° C above the average of the pre-industrial period. All countries were involved, proportionate to their responsibilities.
Finally, the 2021 Glasgow Pact in COP26 stressed climate financing and the action agenda.

For the former minister, the world advanced politically. “To have Kyoto, you had the climate regime of the Climate Convention in Brazil. You made the 196 countries recognize that we had a global problem. For the first time, climate change was considered a global problem, ”said the environmentalist in an interview with CNN.
In addition to the goals set in each conference, Izabella Teixeira defends the change in economic logic. “You will produce differently and access natural resources in another way.”
The former minister also explains that changes in the economy end up generating geopolitical friction: “How many countries today have energy matrix without?”
Izabella believes that Brazil can have a protagonism because it is a country that can advance in a cheaper and cleaner energy.
