The National Emergency and Civil Protection Authority (Anepc) warned Tuesday to worsen the meteorological situation in the continent’s territory in the coming days, due to the “Martin” depression, with sometimes strong precipitation, wind and sea agitation.
In a statement, Anepc said that the Portuguese Institute of Sea and Atmosphere (IPMA) foresees, for the next few days, “precipitation, sometimes strong and persistent, and may be of hail and accompanied by thunderstorm, especially in the regions of the center and south coast” and “gusts up to 75 km/h in the general territory, and may reach 120 km/h on the highlands”.
In addition to “favorable conditions for the occurrence of extreme wind phenomena, especially in the center and southern regions”, predictions point to “strong sea bustle south of Cabo Mondego” and “snowfall at the highest points of Serra da Estrela”.
According to information from the Portuguese Environment Agency (APA), Civil Protection stressed that, in the next 48 hours, in the Tagus Basin, “in urban basins there may be a rise of flows, possibility of flooding” and, in urban basins and streams of the west, based on the values of hours obtained from the weather forecasts, “in urban basins (Cascais, Oeiras, Loures, Loures, Odivelas, Odivelas, Odivelas, Odivelas, Odivelas, Odivelas Bal) can be reached flow with a period of return between the ages of five and 10 ”.
In the Sedo Basin, the “possibility of rising the flow rates to the dams” and “the flow rates in the Sado river can increase”, in the Guadiana Basin, “the influential to Monte Novo can increase” and “there is an increase in flows in the Guadiana River”, while in the Ribeiras do Ribeiras Basin Algarve (Leeward) “A rise of flows may occur.”
“This meteorological framework should be more serious from the afternoon of March 19 and the morning of March 20,” said Anepc, and the occurrence of floods in urban areas, caused by rainwater accumulation by obstructing flow systems or coastal leading systems “and” of floods, enhanced by the breath of the bed of some water, rivers and streams. “
The instability of slopes, “leading to mass movements (landslides, collapses and others) motivated by water infiltration, a phenomenon that can be enhanced by the removal of vegetable cover following rural fires, or by soil artificialization” is also referred to in the note, as well as “slippery road floor maritime tation ”.
Civil Protection also warned of the possibility of “dragging to the road roads of loose objects, or the detachment of mobile or poorly fixed structures, due to strong wind episodes”, threatening to cause accidents with vehicles in circulation or public roads, as well as “thermal discomfort in the population due to increased wind intensity”.
The impact of the effects of Martinho depression may, according to Anepc, be “minimized, especially through the adoption of adequate behaviors”, in particular in historically vulnerable areas, namely through the “clearance of rainwater flow systems”.
The “fixation of loose structures, namely scaffolding, ‘placards’ and other suspended structures” and “special care in the circulation and permanence with tree -lined areas” or “next to the coastal edge and riverside zones” are also part of the preventive measures stated by the Martin depression.
