As UOL showed, Alcolumbre himself would be the largest beneficiary if the bill is also approved in the House.

The manifestation of PSOL Dino happens within the scope of ADI (Direct Unconstitutionality Action) 7697.

The party asks that “be determined to the two houses that make up the National Congress – the Federal Senate and the House of Representatives – to refrain from proposing, to process or approve bills, constitutional amendment, resolutions or any measures to breach” determinations of the supreme.

Dino’s attacks on parliamentary amendments had their highlight at the end of last year, when the minister made transparency requirements for the application of resources, suspended payments and called the Federal Police to investigate possible irregularities.

The measures opened a crisis with Congress, especially with Lira.

Commission amendments were turbocharged after the STF itself was overthrown in 2022 of the rapporteur funds, which had no mechanisms of transparency.

Parliamentarians then used the resources of Congress’ thematic committees to direct money to their electoral strongholds without identifying their godparents.

Dino demanded more transparency and the indications were voted by the collegiate. He criticized the mechanism for turning commission amendments into “party leaders’ amendments,” as these were the only names that appeared in official records, and spoke in “Budget”.

Lira maneuvered and dribbled the determination so that there was no vote and for the nominations to be signed together by the House leaders, once again hiding the original authors.

Now the resolution approved by Congress in its first session of 2025, which should adjust the rites of amendments to give more transparency, kept alive the mechanism of nomination by the party leader.
