Company investigated for connection with the CCP processes City Hall of SP

The company Upbus, investigated by the court by connection with the first command of the capital (CCP), filed a lawsuit against the São Paulo City Hall. The request questions the legitimacy of the extension of the act of intervention by Mayor Ricardo Nunes and the Executive Secretary of Urban Mobility and Transport, Gilmar Pereira Miranda.

The process is confidential, but had an excerpt from the request published in the São Paulo Journal of Justice on Wednesday (19). Since April 2023, both UPBUS and Transwolff have been under management of the São Paulo City Hall. The intervention began after an investigation from Gaeco that pointed out direct involvement with the criminal faction.

The Public Prosecution Service says there are enough elements to prove that Upbus was created to launder money from the CCP. On January 29, 2025, the city ended the contract with Upbus. About a month later, the municipal executive announced two companies that replaced Upbus and Transwolff.

Together, the two companies carried at least 700,000 passengers a day in the state capital. In 2024 alone, they received more than R $ 800 million from public coffers.

The City of São Paulo has not yet responded to the request for positioning about the Upbus process.
