Entity estimates that half of the fiscal impact will reach cities with more than 100,000 inhabitants and calls for compensation fund guaranteed by law
The FNP (National Front of City Halls and Mayors) stated in a note published on Wednesday (19.Mar.2025) that the Government Proposal to exempt income tax (IR) who earns up to R $ 5,000 per month will cause loss of R $ 4.85 billion annual to municipalities. In the technical note, the front states “Do not admit the commitment of cities resources” and defends the creation of a compensation fund guaranteed by law. “Mayors and mayors support measures that promote tax justice. However, Brazilian municipalities do not have the financial capacity to support the commitment of already planned revenues”the document highlights.
The FNP disputes the federal argument that the increase in consumption resulting from exemption would compensate for municipal losses. And it states that even if the federal revenue of IR remains neutral between the exemption and encumbrance measures provided for in the proposal sent to Congress, municipalities would be detrimental to reducing the retention of the IR of municipal servants.
