According to the MPAC complaint, the former mayor made an irregular appointment for a commission position. The server assumed functions in the bids and finance departments during the period in which his mother held the position of municipal secretary of bids and contracts, a practice that characterizes nepotism.
The hiring was made in disagreement with the principles of morality, impersonality and legality, violating the law of administrative misconduct, according to the court.
Former managers are prohibited from hiring with the government or receiving tax incentives for one year.
