Budget project stipulates primary surplus of R $ 15 billion; leaves open inclusions of the values of the foot and other programs
3 months late, the National Congress approved this Thursday (20.mar.2025) Budget project for 2025. The value is $ 5,9 trillions. Now, it is up to the president (PT) sanction.
The value can increase. There are breaches for the government to define the amount of resources for some benefits throughout the year. And the which pays a kind of savings for high school students from public schools.
The final budget report (read the full at the end of this text) was presented by the rapporteur, the senator (PSD-BA), at dawn this Thursday (20.mar). (Joint Budget Commission) by symbolic vote – in individual registration.
Deputies and senators criticized, during the debate, the fact that the presentation of the base text, the analysis of the CMO and the vote in plenary became the same day. They said they had little time to evaluate the terms.
The PLOA (Annual Budget Bill) is sent every year by the Executive to the Legislature. In practice, it is the budget itself. The deadline for receipt is August 31st.
The usual is to approve the text at the end of the year. But the tight agenda in the legislature in December 2024 played the analysis to 2025. Deputies and senators focused especially on the spending tax packet in the period – rules that would need to be included in the budget piece.
It was executed only part of what was authorized from January until March.
Public accounts
The government will again have the challenge of zeroing the public account deficit. That is, it is necessary to at least match income and expenses. It is the same goal as 2024.
Ploa brought an estimated surplus (blue accounts) of $ 15 billion for the purpose of compliance with the fiscal target. This amount excludes expenses with precatory, payment requests issued to charge amounts due to a court judgment.
That is, the law says that the government will be able to comply with the fiscal target with time off. For experts, this value is optimistic. Economists say the budgetary piece considers .
If you consider the primary result without the exception regime, budget 2025 expects a deficit (red accounts) of $ 40.4 billion.
Correct: R $ 50 Billion

- state benches – R $ 14.2 billion;
- Commissions (from the House) – R $ 7.6 billion;
- Commissions (Senate) – 3.8 billion;
- Individuals (for deputies) – R $ 19 billion;
- Individuals (for senators) – R $ 5.5 billion.
Social Security: More than R $ 1 trillion
Government spending on social security is estimated at R $ 1.09 trillion. There was growth in relation to what was approved last year. Experts expect this expense to be effectively higher during budget execution.
Social security expenses represent one of the biggest concerns regarding the balance of public accounts, because they often grow above expected every year.

Where does the money go
The largest share of the budget (R $ 2.6 trillion) will be destined for the inspector, which comprises the appropriations of the three powers. The division of the highest values is as follows:
- Executive – R$ 2,2 trillions;
- Judiciary – R$ 59,9 billions;
- Chamber – R$ 8,4 billions;
- Senate – R$ 6,2 billions.
An amount of R $ 1,7 Trillion will be destined to refinancing the public debt.
Value of each ministry
The Ministry of Social Security will have R $ 1.037 trillion, according to the budget project. The estimate is $ 288.4 billion for the Ministry of Development and Social Assistance, Family and Hunger Fighting, responsible for managing programs such as Bolsa Familia.
The Ministry of Health will have R $ 246.6 billion available. Then come the Ministries of Education (R $ 197.8 billion), defense (R $ 133.3 billion) and work and employment (R $ 122.7 billion).

Changes made during the process in Congress
The government has called for budget project changes in recent weeks. Here are some:
- Bolsa Familia – one of R $ 7.7 billion in the money;
- Sick – Benefit will have the amount defined later through bills;
- My house, my life – R $ 18 billion through relocation;
- Voucher – R $ 3 billion.
The uncertainty of okay values was criticized by opposition to the government.
“I voted in favor of Step Foot, it’s a great program, but footing has to be in the budget. ‘Why’? I ask the government, which lives on a parallel budget”, said the deputy (Novo-SP), during the session.
