State Secretaries of Public Security show caution with the transformation of metropolitan civil guards into municipal police, as has occurred in municipalities such as after decision of the (Supreme Court).
Among the points that should be discussed in municipal management are the use of, the forecast of special retirement budget and the expansion of the workload and content of the preparation courses for the servers.
“It is necessary to delimit the attributions, avoiding conflicts of competence, especially with the Military Police [sob responsabilidade estadual]”, says the secretary of the Federal District, Sandro Avelar, chairman of the National Council of Public Security Secretaries (CONSESP).
“It is also necessary to discuss the issue of weapons use, in which cases the use is justified and which types of weapons allowed,” adds Avelar.
According to the municipalities, it will be necessary to build academies of officers, and the change should require even more structure of the Public Prosecution Service, which should determine the conduct of municipal police.
“The MP will have to expand its intelligence structure, as well as the Corregedoria should be defined [para as polícias municipais]. And we couldn’t move the systems so quickly, “says Caron, who was once the Federal Police intelligence director.
He praises the work of municipal guards in his state, however, he considers that there are more important issues for security debate.
“The STF judgment has not yet come out. But we have more urgent priorities, such as the hardening of feathers, because the police holds a lot, and to improve control at the borders,” says Secretary Gaucho.
