How will cigarettes become more expensive?

As a reminder, the Government of Lithuania has signed a law on increasing the excise duty on tobacco products, which will result in the price of cigarettes.

The specific excise rate will increase by 23.4% – from 47 to € 58 for 1000 cigarettes, and the minimum tax commitment will increase by 23.9% from EUR 63.45 to 78. The cost of a pack of cigarettes in 2025 is expected to rise in 20-25 hryvnia in 2025.

Increasing excise duties is a part of a plan that is valid from 2018 to an annual tax increase by 20%to comply with EU standards (€ 90 for 1,000 cigarettes).

However, due to economic difficulties and the devaluation of the hryvnia until 2025, the rate will be only € 70. The government plans to gradually raise it to the required level to 2028.

The results of the survey show that in 2024, 27%of Lithuanians consume tobacco or nicotine products, and between men reaches 39.5%and 17%among women.
