The governor of Goiás, criticized, on Wednesday (26), the security PEC proposed by and public security. For Caiado, the Federal Government still seeks to interfere with areas of responsibility of the states, which would represent a “concentration of power” and a “usurpation” of the competences of the Federation Units.
In his argument, he stated that the 1988 Constitution gives governors the current prerogatives to act in the fight against crime and commanding state police forces.
The PEC, which has been under analysis by the Civil House since last year, has established minimum guidelines to be followed by security agencies across the country. However, Justice Minister Ricardo Lewandowski has said that the Federal Administration will not interfere with the autonomy of state governments in relation to the police.
The first version of the project has changed over time after dialogues with governors and public security secretaries.
The Minister of Institutional Relations, Gleisi Hoffmann, said on Friday (21) that PEC will be sent to Congress in April this year.
The governor’s statement was made during the Public Security Forum by Brazil, an event held in Brasilia that brought together authorities and experts in the area. The meeting was promoted by the Progressive Party and the Francisco Dornelles Foundation.
Also present in the two days of the event were the Minister of Justice; the governor of the Federal District, Ibaneis Rocha (MDB); the chairman of the Senate Public Security Commission, Flávio Bolsonaro (PL); and the chairman of the commission in the House, Deputy Paulo Bilynskyj (PL).
According to the governor, the attempt to establish a general guideline for the country is disconnected from reality, as it disregards the particularities faced by police officers on a daily basis, which could push them from the real needs of public safety.
“Each day, we are seeing general decisions invading our prerogatives. Now, the government presents a PEC that makes, in the future, the Secretary of Public Security has to hear more the decision of the Minister of Justice than that of the state governor, who was elected and has the responsibility to guarantee public safety for his population,” he said.
“So this is not just an improper interference, it is usurpar and wanting to discredit the 88 Constitution, transferring to them the command of our police. If they knew how to combat crime effectively, they already have national guard,” he added.
During the event, Caiado also praised the Goiás Public Security Policy, highlighting the reduction of crime since the beginning of his management. At various times, he stressed that he would not accept external interference in the state.
“The command is mine, I am the governor. No one will send in Goiás, who rules here is me. The decisions are made by Governor Ronaldo Caiado,” he said.
At the same table, the president of Consesp (National Council of Public Security Secretaries) and Federal District Secretary of Public Security, Sandro Avelar, highlighted two PEC points: the sharing of information between the states to facilitate the elucidation of crimes and the funds that could not be contingent.
At this point, Caiado again criticized the proposal, stating that the country does not need a PEC to share information between the states.
