Parliamentarian participates in the General Commission of the House Plenary to discuss the possible extinction of the Perse and asked the discussion about alternatives to avoid the waxing of the program
Deputy Gilson Daniel (Somos-ES), president of the Hotel Parliamentary Front, appealed to the Finance Minister on Thursday (27) so that the resources that were accessed in a “improper way by sectors or companies that did not fit” in the criteria of “being recovered and returning” to the program. The parliamentarian summoned and participates, on Thursday afternoon, the General Commission of the Plenary of the House to discuss the possible extinction of the Perse. Last week, the IRS reported to parliamentarians, in a public hearing, that the volume intended for Perse will be reached in March, which implies the closure of the benefit.
The benefit consists of a 0% reduction in the rates of some taxes – PIS/PASEP, contribution to social security financing (COFINS) and social contribution on net income (CSLL) that focus on revenue and results related to the event sector. From the pulpit, Daniel highlighted the “devastating” impacts that the extinction of the program would have: “mass unemployment, reduction in tax collection, impact on tourism, economy and local culture”. He recognized questions about the budget execution of the Perse, but defended transparency, arguing that “some mistakes of some cannot punish a sector.” In the parliamentary’s view, the revenue will end the perse “based on projections and effective consumption of the ceiling of the law, generating legal insecurity and endangering financial planning of thousands of companies”.
The deputy also asked the discussion about alternatives to avoid waxing of the program, with some requests: adoption of providence so that the amounts used irregularly return to the Perse; Adoption of the transition rule, ensuring that companies have time to adapt to a new fiscal reality; Audit of the values consumed by the Perse; and the creation of a new tax incentive mechanism. Perse is an initiative created to provide financial aid, tax incentives and support to help recover the event sector, directly impacted by the pandemic.
