A parking lot, an increasingly high contractor and funds for the project. Montenegro’s name walked to the mixture in Espinho.
The Public Prosecution Service is investigating the largest public work ever awarded in Espinho: the requalification of the railway channel. The work (a 400 -seat parking park) took place under the mandates of Joaquim Pinto Moreira, from the PSD.
But among the accused of the crime inquiry, which has been driving for two years by the regional DIAP of Porto, is the old office of Luís Montenegroa SP&Maccording to the newspaper. At issue will be the elaboration of opinions that criticize the supervision of the work and justify actions of the Chamber.
It all started with a contractor, Alexandre Barbosa Borges, who offered a proposal 7 thousand euros below the base price in the contest for the construction of the work. Because of this difference in values, it got the project.
In April 2017, the work was awarded for 12.4 million euros. But now the project risks “skidding” almost 3 bedrooms of the price: it can cost more 9 million euros than expected. The budget was designed by the same designer hired by the City Council who drew the home of the Prime Minister in Espinho.
There were therefore different with the inspection, but that’s when Montenegro’s office will have entered: the opinions that the office wrote will have tempted to resolve dissent between the contractor and the inspection.
Some of them will be favorable to Alexandre Barbosa Borges. One of them was signed in 2020 by Luís Montenegro. It is a complaint filed by the contractor who He led the municipal executive to approve 116,000 more euros.
To the Express, the Prime Minister’s Office announces that “only very exceptionally and for reasons of concrete need (…) is that Dr. Luís Montenegro intervened in work with this client, who did not follow regularly”, and ensures that “all the work of the law firm was prepared for the City Council and always defending (…) the interest of the municipality”.
