Representative of the organization will visit the country on March 30; will analyze whether there are actions to repair the damage caused during the dictatorial regime
Brazil will receive between March 30 and April 7 the Special Rapporteur of the UN (United Nations) on the promotion of truth, justice, reparation and guarantees of non -repetition. Bernard Duhaime will assess whether the country has promoted concrete actions regarding crimes committed during the military dictatorship (1964-1985).
During this period, Duhaime will meet with state authorities, representatives of civil society organizations, victims, academics and other professionals in Brasilia, São Paulo and Rio de Janeiro. The United Nations representative will evaluate measures regarding truth, justice, repair, memory construction and guarantees of non -repetition of crimes adopted by the Brazilian authorities on human rights violations.
The schedule foresees an interview on April 7, at the United Nations Information Center for Brazil, at Itamaraty Palace. At the time, the first impressions of the visit will be shared. The final report will be presented in September to the UN Human Rights Council.
Special procedures experts voluntarily act – they are not UN employees, nor receive salary for work. They are independent of any government or organization, which includes the United Nations High Commissioner Office for Human Rights.
International convictions
The Inter -American Court of Human Rights is the main international court for human rights to which Brazil is submitted. To date, the country has been convicted twice for violations of rights during the military dictatorship.
In the 1st, in November 2010, the court condemned the country for acting in the Araguaia Guerrilla. The understanding is that there were human rights violations for the forced disappearance, torture and extrajudicial execution of political militants who fought the military regime in the north of the country.
Those responsible for the crimes have never been to trial. One of them was Sebastião Curió Rodrigues de Moura, known as Major Curió, commander of actions in the Araguaia region, who died in 2022 without being convicted.
In the 2nd case, in March 2018, the HDI Court declared the country guilty for the death of journalist Vladimir Herzog. During the military dictatorship in 1975, Herzog was arrested, tortured and murdered by government agents. At the time, the journalist’s suicide was also forged through a fraudulent expertise. No one was held responsible for the crime.
