a) To take action as soon as possible to prepare a clandestine supply of weapons that are not of American origin, for those who support Castello Branco in Sao Paulo, as soon as they know what these needs are, and the arrangements occur. Today it seems to us that the best means of supply is a submarine without identification marks, with night landing in isolated places of the coast, in the state of São Paulo, south of Santos, probably near Iguape or Cananéia. We should also prepare without delay, for the event that it is necessary in a second phase and also for the possibility of Soviet action to support the communist inclination side. To minimize the possibility of a prolonged civil war and ensure the support of a large number of supporters, our ability to demonstrate support and a certain display of strength would be crucial. For this purpose, and according to our conversations in Washington on March 21, a possibility seems to be the rapid sending of a naval task force for maneuvers in the South Atlantic, bringing it at a distance of two days from Santos.
(…) The presence of a aircraft carrier would be important by the psychological effect.
