These funds are regulated by the Securities Commission (CVM), and it is up to Ancine to approve their investment policy and the projects that will receive these resources.
The idea under discussion by the agency is to simplify and stimulate the performance of these funds to attract more investments to the sector.
This would be through a review of standards that were edited by Ancine dealing with the use of these resources. An agency server says these rules are outdated, bump into bureaucracy and can generate legal insecurity, so the need to change them.
