Project is a response to Trump’s tariff and should be voted by the Senate on Tuesday (1st.br.2025)
The government of (PT) will support the project to establish tariff and environmental reciprocity in trade with other countries. The text is expected to be voted on next Tuesday (1st.ab.2025) in the Senate. If approved, it will directly go to the chamber analysis. This is the text (PDF – 427 kb).
The project was articulated by opposition senators to the Planalto Palace and is articulated by the agribusiness bench. The government, however, made contributions to the text and has been working for its approval.
The proposal is a direct response to the latest measures of US President Donald Trump (Republican), which increased to 25% the import rate of Steel and Aluminum in Brazil.
Rapporteur of the proposal, the senator (PP-MS) told the Poder360 Believe that the chances of approval this week are high.
The idea is that the vote will be concluded by Congress by Wednesday (2.abr), when the reciprocal tariffs of the United States enter.
What the project says
The proposal aims to create conditions for Brazil to demand from its business partners the same environmental measures charged as a condition for the importation of Brazilian products. It expanded the scope of the project to include the united States applied surcharge to Brazilian exports.
“This project can not be just the environment. We have expanded it, because we have been experiencing major changes in the world, where countries are looking more in, closing more. Today, we have a trade war in the world. Brazil needs mechanisms to defend itself.”explained Tereza Cristina last week, during the processing in the Environment Commission.
It will be up to the CAMEX Strategic Council (Foreign Chamber) to adopt the contracted, including restrictions on imports of goods and services or the suspension of commercial concessions, investments and obligations related to intellectual property rights and other commitments in commercial agreements in the country.
Suggestions
Until the morning of this Monday (31.mar), two amendments were presented:
- intellectual property – (PSDB-PR) that the suspension of intellectual property rights be adopted only exceptionally;
- unfair trade – (Brazil-PB Union) that reciprocity should be adopted when there is “Unfair trade measures”according to WTO parameters.
