The minister, of the (Supreme Federal Court), determined on Tuesday (1st) that states and municipalities report the execution of more than 6 thousand who had no work plan.

“As already shown in these records, basic duties related to planning, control, transparency, traceability and accountability remained in default, facing constitutional and legal precepts,” said the minister.

Pix amendments are transfers of resources made by parliamentarians who, by 2024, had no predetermined object of hiring. The Supreme determined that each amendment of this type must have a work plan specifying its execution.

In the same decision on Tuesday, Flávio Dino ordered the suspension of new transfers of parliamentary amendments to state higher education institutions and their support foundations from the states of Acre, Alagoas, Maranhão, Paraíba, Pernambuco, Piauí, Rondônia and Sergipe.

These eight states did not comment on the new rules of execution of the amendments received within the period defined by the Supreme. In January, Dino determined that the Union and the States publish new rules and guidelines on the application of federal parliamentary amendments, due to lack of transparency and traceability.

The managers of Bahia, Espírito Santo, Goiás, Pará, Paraná, Rio de Janeiro and Tocantins will have to present complementary information in 15 days. According to Dino, these seven states manifested themselves in the process, but insufficiently.

Flávio Dino is a rapporteur of four actions in the Supreme who question the transparency of parliamentary amendments.
