The Government approved on Tuesday the new digital. The voluntary document is downloaded through an application and can be used on each person’s mobile phone to prove their identity and personal data, before agents or public officials. However, it will not serve to travel or prove identity abroad. Its use will always be face-to-face, explained Interior Minister Fernando Grande-Marlaska, who explained that in this first phase it will not serve the Internet.
The initiative is part of a royal decree that regulates the process of issuing, management and development of the ID that for the first time does not remain only in the physical format, but contemplates a digital version, highlighted the spokeswoman, Pilar Alegría. The National Police has explained in recent weeks through its social networks that the DNI on the mobile will serve for any public or private registration process, such as the opening of a bank account, the rental of a vehicle or the registration of a hotel. The general director of the, Francisco Pardo, has already explained at the end of last year in an appearance in the Senate, that the draft of Royal Decree that would regulate it was quite advanced. Then he explained that the digital ID would be installed through a computer program or app which includes an “electronic identification infrastructure” validated by the National Police, police force responsible for the issuance of personal identity documents in Spain. Pardo insisted that this type of document is voluntary and in the determination that its installation was simple.
The digital version will have the same validity as the physical format of the card and can be used to prove identity and personal data such as age, domicile, or any other of those that appear in this document, with “the same legal effectiveness” for identification purposes as the DNI in card format used now.
This ID can be requested in addition to the application of the police; in the DNI renewal process, when someone goes to a documentation office; And in the update (PAD) stalls, touch screen machines and a keyboard that allow the DNI keys to be renewed to use it electronically. The government is confident that many people from rural areas can download the app of the DNI on the mobile in places close to its municipalities.
The public documentation service is immersed in a transformation process, so they have launched a digital identity plan in which a set of actions that will mark the evolution of the National Identity Document in the coming years are included. Within that plan, the purchase of 301 documentation update points (PAD) to place them in populations in which there are no national police units and that will allow renewing the electronic certificates of the DNI is framed.
