Consensus for Peace in Mozambique: Parliament approves in a definitive law to pacify country

Three objectives are assumed in the law, from the outset in the “state reform”, with measures at the level of the “political system, the powers of the President, the defectiveness of state institutions, decentralization and political, economic and financial deconcentration”.

The Assembly of the Republic of Mozambique approved unanimously and acclamation on Wednesday, the law of the Political Agreement to pacify the country, which provides to review the Constitution and the Powers of the President.

The law was passed in the specialty and definitively earlier this afternoon, in Maputo, by the four parliamentary benches, namely the Liberation Front of Mozambique (Frelimo), the party in power, the Optimistic People’s Party for the development of Mozambique (Somos), the opposition leader, the Mozambican National Resistance (Renamo) and the Democratic Movement of Mozambique (MDM).

The legal provision is based on the agreement between the president, Daniel Chapo, and all political parties, signed on March 5 and submitted to the Assembly of the Republic for urgent assessment.

In the context of the constitutional reform, three objectives are assumed in the law, from the “state reform”, with measures at the level of the “political system, the powers of the President (…), the dispailization of state institutions, decentralization and political, economic and financial deconcentration”.

The law also includes the “reform of the Justice System”, namely “mechanism for nomination of the holders of the organs of the Justice and the respective financial and administrative independence”, and the “reform of the electoral system”, in this case with the “definition of a new model, composition of the electoral administration bodies, electoral legislation, electoral justice, among other aspects that contribute to the integrity of the entire electoral process”.

Based on what was approved by Parliament, a technical committee of 21 members – 18 of the parties and three nominated by civil society will be instituted – to operationalize these measures, with a budget proposal of 91,471,200 meticais (1.3 million euros), more than half for passwords, sums to ensure the government and parties.

Former presidential candidate Venâncio Mondlane, who does not recognize the results of the overall elections of 9 October, summoned the protests that in five months, caused about 360 dead.

However, on March 23, Venâncio Mondlane and Daniel Chapo were first found and was committed to ceasing violence in the country.

The signatories are also committed to “abdicating actions that somehow violates the present political commitment”, the legislation and other agreements.
