The proposal to increase the (IR) exemption range, currently under discussion in the National Congress, was received with skepticism by the population. According to the latest Genial/Quaest survey, released on Wednesday (2), 51% of Brazilians believe that the measure will only bring a small improvement in their personal finances. Another 33% estimate that the impact will be significant, while 16% did not know or prefer not to give their opinion.
Among those who expect only a small improvement, 58% would be partially exempt from the new rule, and 44% would become totally exempt. In the group that provides for a relevant improvement, 53% would stop paying tax completely, while 35% would have partial exemption.
More than half of respondents (53%) said they were aware of the proposal, while 46% said they took science during the survey. When asked about the degree of understanding, 66% said they completely understood the new rules, while 33% admitted that they did not understand all changes.
The research also investigated the perception of the creation of a minimum tax rate for higher income taxpayers, another point under discussion. Most (59%) said it supported the measure, while 31% were opposed, 2% declared themselves indifferent and 8% did not respond.
Support for the taxation of high rent was consistent between the different income ranges: 58% among those receiving up to two minimum wages, 60% among those who earn two to five salaries and 58% among those receiving above five minimum wages.
However, the rejection of the proposal increases as the income grows: 26% among those who earn up to two minimum wages, 32% in the intermediate range and 37% among those who receive more than five minimum wages.

The QUEST survey was commissioned by the genius Investimentos and made between March 27 and 31, 2025. 2,004 people were interviewed 16 years or older in all regions of the country. The margin of error is 2 percentage points, with confidence level of 95%.
