The CCJ (Constitution and Justice Commission) of postponed the reading of the report and decided to make three public hearings, in the face of the complaint of the women’s bench against the reserve of 20% of the vacancies of the legislature for women.
The rule was included by the rapporteur, Senator Marcelo Castro (MDB-PI), replacing the device that predicted at least 30% “of applications for each sex in the legislative houses.” Castro presented, the first of them in March last year.
Part of the senators fears that, when setting a percentage of vacancies for women in the legislature, the text create a roof of participation, instead of a floor. The concern is even greater because it is not only for the congressional chairs, but also for legislative assemblies and councilors of councilors.
“The quota of at least 30% of female candidates in each party can not cease to exist. Nor can we allow the scandal to reduce the values of the party fund guaranteed to include women and blacks in the candidacies,” says Senator Zenaide Maia (PSD-RN).
The new Electoral Code, as it has been called, has the formal objective of modernizing and simplifying electoral rules, but brings several points that weaken the supervision and punishment to parties and candidates for misuse of public funds.
Among other points, the proposal, today with 898 articles, also deals with the ineligibility period, a theme that returned to the agenda due to pro-mudante manifestations, Hugo Motta (Republicans-PB), and allies to (PL).
