Affirmative measure was unanimously approved by the University Council on Tuesday (1st.abr)
The state deputy of São Paulo (União Brasil) requested that MP-SP (Public Prosecution Service of São Paulo) will include an ADI (direct action of unconstitutionality) against the norm that establishes quotas for trans people at Unicamp (State University of Campinas). The quota was approved by the Unicamp University Council unanimously on Tuesday (1st.br.2025). According to the institution, the affirmative measure will be offered transvestite and non-binary people to candidates from public and private schools.
The text was sent to the State Attorney General on Friday (4.ab.2025). Zechariah stated that the norm “Infringes fundamental principles of equality and meritocracy” and is contrary to the State Constitution.
“We cannot accept that public policies, even with good intentions, end up generating inverse discrimination. Meritocracy must be the guiding principle of access to education, not division by personal or identity characteristics.”said Guto Zacarias.
Quotas for transgender people
To participate in the selection process, candidates must complete a self -declaration at the time of registration, in accordance with guidelines of the Inter -American Court of Human Rights and the Supreme Court (STF). A life report is also required, which will be analyzed by a verification committee.
The deputy (PSOL-SP) the decision on her official profile in the X and detailed the approval. According to her, the affirmative measure will be offered as follows:
- 1 or 2 vacancies for trans students;
- Classes of up to 30 students reserve 1 vacancy, over 30, 2 vacancies;
- Vacancies can be regular or additional, without affecting broad competition;
- If a vacancy is regular, it will be subtracted from the vacancies of wide competition; If additional, it does not change the total number of vacancies;
- Trans new entrances will only use the reserved vacancy if they really need it, if not, the vacancy will be kept for the next trans of the list;
- Unicamp has implemented a system to validate trans identities, ensuring that the vacancies are filled by those who really are entitled;
- The university aligned vacancies for transgender people with quotas for students from public, black, indigenous and disabled schools to ensure the inclusion and correct functioning of all quotas.
