The Secretary of Affirmative Policies of MIR (Ministry of Racial Equality), Márcia Lima, announced on Tuesday (8) that she resigned from office.
It leaves the portfolio commanded by criticizing the way the government () discloses the actions of its ministries – also those of MIR.
Lima considers the ministry’s communication “the best of the entire esplanade”, but that the government in general badly takes advantage of the deeds of its organs and should disclose acts more jointly.
Now, she goes out to take over the board of social studies and policies at IPEA (Institute of Applied Economic Research), in search of greater autonomy – who understands to be more limited within a ministry.
“The problem is not the communication of the ministry, I think it is the communication of the government about the ministry. And also about some ministries, not only MIR,” he told the Sheet.
“The press also highlights things that are actually not the most interesting things we do. Much prominence in the minister’s figure and little in the ministry’s work.”
She understands that the communication model today put into practice goes against the slogan “union and reconstruction”, a motto of this third term of Lula, and makes the actions not well disclosed.
She points out that actions could be disclosed according to the public, for example elderly, child, woman, and not leave them only of the ministries responsible.
The government changed the head of its communication about three months ago, with the arrival of replacing, in a movement of the president to reverse precisely the problems of the area.
In this two -year management, the new minister held the event as a way to balance the actions taken in the period and show what was done for each area.
Lima highlights the poor dissemination of the Black Youth Viva, a program with actions aimed at reducing the vulnerability and death of young black people, with actions in the areas of health, public safety, education, among others.
Public policy, which aims to face structural racism, was coordinated with the General Secretariat of Presidency. On paper, she has 11 axes and 217 actions agreed between 18 ministries. There were R $ 660 million invested.
In practice, the dissemination of the action fell into oblivion in most communications of ministries.
At the launch of the program, in March 2024, Lula claimed to be his responsibility and all ministers that the Living Black Youth was properly disclosed.
“Everyone here has an obligation to put this program, a living black youth plan, in the daily life of your speech. Because if each one says only that of his ministry, people do not know. If each one only talks about his things, his ministry, it is no use a program with 18 ministers,” he said at the event. “Otherwise, it becomes a stillborn program. It was announced, but did not fulfill what is the goal.”
He had nominally charged the holder of racial equality, Anielle Franco, and other ministers present such as Margareth Menezes (Culture), Wellington Dias (Development and Social Assistance), Luciana Santos (Science and Technology) and Márcio Macêdo (General Secretariat).
Lima considers that the wide number of 38 ministries is a problem for communication of organs with the president and also among themselves. For certain negotiations, the secretaries are limited and need the performance of high management – the ministers and Lula himself.
“Our negotiation limit, possibility, construction with other ministries, he has a ceiling. So I think being a government with many ministries this makes it difficult to build these transverse agenda. At some point, I mapping with whom I should talk about,” she says about articulations she tried for the program.
Secom (Presidential Communication Secretariat), in turn, said it has been working to promote the integration and alignment of communication between the various government agencies, and has as its fundamental principle the provision of accounts to society.
“Our focus is on showing, in a transparent way, government actions, ongoing public policies and how they impact citizens’ lives, as well as informing how the population can benefit from these policies. Although ministers and ministers naturally play the role of spokespersons, the true protagonism lies in the delivery and concrete results achieved,” the agency says in a statement.
For the former secretary, the lack of articulation between high management brings more difficulties for agenda focused on diversity. She states that these themes often depend on leaders of institutions or companies to be discussed, lacking greater institutionalization of these policies.
