The Public Prosecution Service of the State of Rio de Janeiro (MPRJ) filed a complaint against the retired lieutenant Carlos Alberto de Jesus, accusing him of two attempts of doubly qualified homicide. The incident occurred at dawn on February 24, in the neighborhood of Penha, where the policeman fired against student Igor Melo de Carvalho and motorcyclist Thiago Marques Gonçalves. Carlos Alberto justified his action claiming that he believed that the victims had stolen his wife’s cell phone, Josilene da Silva Souza. She was also denounced, this time for false testimony, after stating that one of the men would have tried to draw a gun, which resulted in their improper arrest.

The MPRJ decided to file the accusations against Igor and Thiago on March 8. Igor, 31, suffered serious injuries and was hospitalized for approximately one month, having lost a kidney due to the shots. He was hit in the back while in a motorcycle taxation after being chased by the policeman’s vehicle, who fired toward the motorcycle.

The situation generated concern among human rights defense bodies. The Minister of Racial Equality, Anielle Franco, announced that the Ministry will seek clarification on Igor’s health.
