The House Ethics Council approved on Wednesday (9), by 13 votes to 5, a report that recommends the revocation of the Federal Deputy (-RJ) by (Free Brazil Movement) Gabriel Costenaro in April last year.
Glauber announced hunger strike until the final deliberation of the case. He and colleagues of PSOL accuse the former mayor (PP-AL) to have articulated for the loss of his term with the deputies and the rapporteur Paulo Magalhães (PSD-BA).
To effect the cancellation of Glauber’s mandate, the process needs to be approved in the house plenary by the absolute majority of the deputies, 257.
“I am all day fasting and from now on I will not, until the closing of this process, feed. I will stay here, waiting, with an irrevocable decision that I will not be defeated by the secret budget. Who imagined that I would use this episode, that I would be a political corpse or zombie, does not know of my conviction,” said Glauber.
“Anyone who wants to call hunger strike, call how, but I will maintain a non-surrender action to the secret budget and Arthur Lira and company,” added the deputy, a stretch critic of the former president of the House.
Now, your defense will appeal to the CCJ (Constitution and Justice Commission) and may even judicialize the case. The parliamentarian also denied the possibility of renouncing his mandate – with that, he would avoid his ineligibility.
“On the contrary, my decision, instead of being an abstention to political struggle, is the opposite of it. It is to use the most radical and deeper political struggle to denounce what is happening and to denounce that is this secret budget spree,” he said.
He will continue on the premises of the house without feeding until the end of the process. Deputy Luiza Erundina (PSOL-SP) said she would accompany him, but parliamentarians tried to deter her.
In a statement, Lira highlighted Glauber’s aggression and said that “it is from this very serious accusation that the parliamentarian should be defended, which was represented by me or by my party, but by the new party.”
“For my part, I vehemently refute this illegitimate accusation on the part of Deputy Glauber Braga and I point out that any insinuation of the practice of irregularities, disagreed with any specific evidence that supports it, will give rise to the adoption of appropriate judicial measures,” he said.
The House Ethics Council session was tumultuous, especially in its last hours, with accusations to the president of the House (Republicans-PB), to maneuver to ensure the vote on Wednesday.
Psolist allies were trying to postpone the session, claiming that the cassations in the house are rare, being the last of Flordelis in 2021, former deputy convicted of the murder of her husband, and Eduardo Cunha, mayor who lied in testimony to the CPI (Parliamentary Commission of Inquiry), in 2016.
The session on the Ethics Council began at 11am, was accompanied by PSOL militants inside and outside the room. It was expected to be interrupted at 16h, with the beginning of the order of day in the plenary. But in the rare exception, the president of the house only did so at 7 pm.
Wanted through his advisory, Motta declined to comment.
PSOL claims to have persecution of its deputy. The party leader, Talíria Petrone (RJ), says that the process is unfair and attacks not only Glauber, but the entire Brazilian left. She says the party will resort to the Supreme Court (STF).
According to Glauber, Costernaro offended his mother, who was sick and died the following month, and who was forced to defend her honor.
There was confusion in the council when deputies Marcos Pollon (PL-MS) and Fábio Costa (PP-AL) filed a discussion request. The act caused a reaction from Glauber’s allied parliamentarians.
The request was approved by 14 votes against 4. Then the PSOL deputy made his announcement. The speech was accompanied by Palmas, and Deputy Luiza Erundina asked all allies to continue with him, in solidarity, in the plenary during this period.
The opinion of the rapporteur Paulo Magalhães, on the last day 2, was favorable to the cancellation of the PSOL deputy, on the grounds that there was for aggression.
“The physical violence committed by the deputy in response to the verbal offense perpetrated by Gabriel Costernaro was totally disproportionate and therefore unjustified,” he said.
The defense of the PSOL deputy even requested the suspicion of the rapporteur of the case, based on a report published by the newspaper, reminiscent of a case of 2001, in which he assaulted a writer in the author of a book critical to his uncle, Antonio Carlos Magalhães.
The regiment says that the deadline for deliberation of the plenary is 90 business days. But, as Glauber’s allied deputies in the Ethics Council reinforced, the request for the revocation of Deputy Chiquinho Brazão (without Party-RJ) is ready to be voted in the plenary since August last year. He is accused of being one of the principals.
The session was accompanied by PSOL militants and deputy supporters – part remained in the corridors shouting “Glauber Stay”. Actor Marco Nanini also accompanied the session, in support of the parliamentarian.
Last week, when the rapporteur’s opinion was presented, the vote was interrupted by a request for view of Deputy Chico Alencar (PSOL-RJ).
Last year Glauber gave up witnesses in the council process. At the time, he justified his decisions by saying that the situation had crossed the limits. He said he was thrilled with the parliamentary colleague’s hearing to the Council.
“If I was deeply thrilled with her on the Ethics Council today, I didn’t want to be disappointing Mrs Luiza Erundina right now. But everything has a limit. And this process that drags on all this time for me was enough,” he said.
