Government updates weighted average fuel price

Act published by Confaz comes into force on April 16 and serves as the basis for calculating ICMS

The Executive Secretariat of CONFAZ (National Council of Treasury Policy) released the update of the PMPF (average consumer-consumer average price) table of fuels across the country. The values ​​serve as a basis for calculating ICMS (Tax on Circulation of Goods and Services).

The new prices are valid from April 16. However, the numbers do not always reflect the final price at the posts. The measure was published in DOU (Official Gazette) this Thursday (10.ab.2025). Here’s (PDF – 189kb).

The values ​​refer to CNG (Vehicle Natural Gas), GNI (Industrial Natural Gas), fuel oil, ethanol (AEHC) and QAV (aviation kerosene) in all states of the country and the Federal District.

According to the table, ethanol was the only fuel with average price records in all states. The highest value was accounted for in Amapá (R $ 5.52/liter) and the lowest in São Paulo (R $ 4.18/liter).

In relation to CNG, 16 states are in the table. The highest value was the Federal District (R $ 6.78/m³) and the lowest of Amazonas (R $ 3.64/m³).

The PMPF is calculated based on average consumer sales prices of each state. These numbers are usually updated every 15 days by Confaz.
