The Senate Human Rights Commission approved a bill that allows the possession of a gun for adult -to -date women who are tailored protective. This proposal, presented by Senator Plínio Valério (PSDB-AM), and presided by Senator Damares Alves (Republicans-DF), aims to offer an additional protection layer for risk women. The project stipulates that the firearm must remain at the woman’s residence or at her workplace, if she is the owner or legal guardian of the establishment.
Senator Rosana Martinelli (PL-MG), who is also the author of the bill, highlighted alarming data on femicide in Brazil. According to her, the average of four women murdered per day is a clear indicative of the need for more effective protection measures. The 2024 Brazilian Public Security Yearbook revealed that more than 540,255 urgent protective measures were granted the previous year, while the Military Police recorded more than 848,000 calls related to domestic violence. Despite these measures, femicide numbers remain alarming, with 1,448 women victims in 2023 and 1,459 in 2024.
In order for women to obtain permission for gun possession, they must comply with the requirements established by the Disarmament Statute. The project now goes to the Public Security Commission, where a final decision will be made. Lawyer Priscila Silveira emphasized the importance of investing in education and structural changes in society to combat domestic violence more broadly. She pointed out that weaponry should only be destined to women with precautionary measures granted in their favor. The project is expected to face questions, but to be approved due to the majority of right -wing representatives in Congress, who tend to support the possession of weapons. Protective measures should be requested in cases of domestic and family violence, and the victim should seek protection whenever their health or life is threatened.
