The Polish Ministry of Justice has declared documents on the purchase of the Pegasus system from the Fund of Justice to help victims of crime.

On Friday, the Polish Ministry of Justice published declassified documents regarding the purchase of the Pegasus tracking system from the Sources of Justice, which is intended to help victims of crime. At that time, the Ministry used the order of the former Minister of the Government of the Party of Law and Justice (PIS) Zbigniew Ziobr, which allowed the allocation of funds from the fund at its own discretion. This is reported by the Warsaw TASR newsletter, referring to the announcement of the Ministry of Justice.

The Minister of Justice Adam Bodnar announced that all the materials were handed over to the parliamentary commission, which investigates the possible use of the Pegasus system against the opponents of the former government. “I believe that the public should know as much detail as possible about buying the Pegasus system by our predecessors,” he added.

According to the published data, the application for funding of EUR 25 million (six million euros) was filed on 15 September 2017 by the then head of the Central Anti -Corruption Office (CBA) Ernest Bejda and was signed by the then State Secretary of Justice Michal Woš. The project with a total budget of approximately 40 million zlots (nine million euros) included the supply of technology, system configuration, testing, training and technical handover.

The contract between the Ministry and the CBA was concluded on September 29, 2017. The second tranche of 12 million zlots was paid in November 2017.

Investigation Committee and accusations

The CBA submitted a report on the completion of the project 18 December 2017, and the status was designated as completed on December 6. The subject of the contract was formally presented in January 2018 and subsequently accepted.

The case is investigated by a parliamentary investigation commission that examines the legality and adequacy of operations associated with the Pegasus system between 2015 and 2023. The prosecutor’s office also conducts criminal proceedings, while in August 2024 raised against Michal Woš to accuse the misuse of powers and neglect obligations.
